விஷய தானம் rediff

When I spoke to T N Seshan, the former chief election commissioner, in 1998, he was very cynical about India. Almost a decade later, as we prepare to celebrate the 60th anniversary of India's Independence, I found Seshan, the man credited with cleaning up the Indian election system, optimistic and upbeat. He spoke at length about terrorism, reservations and the quality of India's political system.
In the first part of the interview, we find out why Mr Clean-up is less cynical about India today.

In 1998 when I interviewed you, you said India was at the crossroads, and if it took the right direction, it could be one of the outstanding countries in the world in the next ten years. Almost ten years have passed. Did India take the right path?

I would say if the right path was due east, we are going in the eastern direction. But we are not fully in the eastern direction; we are a little south of east. There are still corrections to be made; there are still changes to be made. In many areas, we have not done what we should have been doing in the last 8 to 10 years.

Like?

Like, for example, we lost ten valuable years in making sure that all children get education. Mr (President A P J) Kalam has been speaking about it; the others have been speaking about it. There is nothing more important than all children being in school as is promised by the Constitution. We have not done that.

From a completely different angle, we should have learnt to conduct our business particularly in the assemblies and legislatures in a far more disciplined fashion than we do. Yes, in every country, there is a lot of noise made in the parliaments and assemblies but sometimes business is transacted. I don't know whether we could not transact more business than we are currently doing in the parliament and assemblies.

The progress made in the clearance of arrears in court cases is completely unsatisfactory.

Our inability to settle outstanding social and political issues by discussion and negotiation -- rather than by violence and demonstration -- is unfortunate.

We have not put in place an agency to combat the growing menace of terrorism and Naxalism. Terrorism is a worldwide phenomenon now; Bush is worried, Blair is worried, and even Putin is worried. But we could have put this menace in place.

So why do you still say the path taken by India is the right path?

Because democracy is still alive and kicking. The judiciary is still alive and asserting itself whenever necessary. Our education system has not improved as much as it should have but it is no longer the privilege of the rich. Education is available to many. Where there were 10 or 15 engineering colleges, there are 300 today. Even the poorest servant's child can aspire to go into an engineering college or a medical college if he has the merit.

We have improved tremendously in healthcare. Our hospitals have improved enormously. We can get treatment for the most complicated problem with very little delay.

Ten years ago, did you expect India to grow like this?

No. I hoped it would. Did I expect it? I was not sure about expecting.

In 1998, I thought you were more cynical.

Yes, I was more cynical. The answer is, there is reason to be less cynical today than I was ten years ago.

Who will you give credit to for India taking the right path?

Well, I know people will say it is because of my prejudice. But my basic thesis is that the man who laid the foundation was Rajiv Gandhi. He didn't live to implement what he wanted to.

In his first five years of office, he got mired in unnecessary controversy and got sucked in by all kinds of forces. But it was Rajiv Gandhi who laid the foundations of the economic reforms which were implemented by Narasimha Rao and Manmohan Singh. Rajiv Gandhi had visions of modernity even in 1987, '88 and '89.

Rajiv Gandhi died in 1991, and even in 1998, you were not so optimistic.

That is because there were many reasons to be worried about then, and not all reasons to worry have come to pass. On the other hand, many positive things have happened in the last ten years. Many Indian boys and girls have acquitted themselves remarkably well all over the world. Ten years ago, we didn't expect, or we didn't know, this would happen.

Ten years ago, anybody who had an IIT degree collected his degree and went away to America. Today, they are working all over the place; and they are doing fantastically well.

You told me then that a change in the attitude of the people to the country would take place through either a social revolution or a technological revolution.

Yes. Both are happening now. Everybody knows about the technological revolution.

It has made them more self-confident. The young people of 2006 are far more confident than the young people of 1996.

Do you feel the insecurity young Indians felt ten years ago about many things including employment are no longer there today?

They are less insecure than they were ten years ago. I don't say they are no longer insecure. Even today, thousands of graduates have no jobs but that is less of a worry today than ten years ago. The feeling of insecurity was terrible in those days. Today, it is not that terrible.

Do you feel because of the technological revolution, the attitude of other countries to India also has changed?

Undoubtedly. China has made unbelievable progress, physically. They have built roads, they have built steel factories and they have made enormous progress in all fields. They are growing at 10 per cent per year. But today, it is not as if China is progressing and India is not progressing at all.

When Blair made a speech to the Labour conference in Manchester, he spoke about China and India. Though we have not done as well as we should have in certain sectors like manufacturing, in hardware, etc, there are other areas where we have done extremely well; like in the automobile industry, mobile technology, etc.

Certain industries which were on the verge of collapse like the textile industry have taken a turnaround.

What about a social revolution?

That one third of humanity is treated as second class or third class citizens is no longer valid today. Nobody asks you: Are you a Harijan, are you an Adi Dravida, are you this or that. You are taken at face value. If you can do the job, you can do the job -- whether it is in journalism or IT or any such field.

Among the poorer people, people who were called the Dalits, there was, mistakenly, an aggressive attitude in some cases. If you keep that aside, most people have a healthy social attitude today.

What do you attribute as the reason behind such an attitude? There was not a visible social revolution in India.

The reason most importantly is affluence. The poorest servant has a television set, a fridge, a telephone, a mobile telephone...

So, it is not education that has brought about the change...

To some degree, education has, but availability of jobs, income, technology, etc has brought about the change.

When liberalisation was first introduced in India, experts spoke about the trickle down effect, but till now, the criticism has been that this has not taken place.

It's not as if there is a pipe and suddenly everything can come down, nor is it a solid piece of rod through which nothing comes down. Trickling down does not mean coming down of 100 per cent. It has to percolate through, and percolation has taken place. There is no question about it.

Pursuit of happyness, Cinderalla man

Its a war for survival to the fittest.

Syed Salahuddin alias Syed Yousaf Shah tops the list of 20 most wanted people which India provided Pakistan and Interpol in 2002.
On July 22, 2006, Ministry of External Affairs spokesman Navtej Sarna formally demanded that Pakistan arrest Salahuddin and hand him over to India.

Salahuddin, who obtained a master's degree in political science from Srinagar University in 1971, joined the Jamaat-e-Islami party after his education and contested the Jammu and Kashmir assembly election in 1987.

After he lost the election amidst allegations of widespread rigging, he abandoned politics, took up arms and became a founder member of the dreaded Hizbul Mujahideen in 1989.

He is now the 'Supreme Commander' of the Hizbul Mujahideen and the United Jihad Council, an umbrella organisation of 19 terror groups involved in Jammu and Kashmir.

In a exclusive interview with rediff.com contributor and Geo TV broadcaster Hamid Mir (right), one of India's most wanted terrorists (left) provides his vision of what it will take to bring peace to Kashmir.

What is your reaction to Pakistan President Pervez Musharraf's recent proposals for joint control of Kashmir, self governance, and his pledge to give up his claim to Kashmir if India accedes to his proposals?

Unfortunately, India has never demonstrated sincerity in resolving the Kashmir dispute through peaceful means. We don't have any doubts about the sincerity of President Musharraf who is adamant to solve this issue, but his recent proposals are a big shift in Pakistan's Kashmir policy.

These proposals are also a shift from the views of the people of Kashmir, who have demanded liberation, self determination and a solution according to United Nations resolutions.

This kind of flexible approach or shift in the policy of Pakistan has always been viewed as weakness by India. Even now India is not ready to consider Kashmir a dispute.

Pakistan has initiated to solve this issue through a unilateral ceasefire and different CBMs (Confidence Building Measures), but all these measures have not led to a decline in the atrocities committed by Indian security forces in Kashmir. Rather, this has increased day by day.

I think these unilateral proposals presented by Musharraf are losing their importance because there is no positive response from Manmohan Singh.

Prime Minister Manmohan Singh recently welcomed Musharraf's proposals and said there could be a new peace treaty between India and Pakistan. If there is such a treaty in the future how will you respond to it?

There have been 131 rounds of talks between India and Pakistan in the past and the Simla, Tashkent and Lahore declarations, but we had zero outcome out of them.

Unless you are going to discuss the core issue of Kashmir, any treaty will be futile because the same issue has caused three wars between these two countries and the threat of a fourth war is again hanging on our heads. Seventy-five thousand Indian soldiers are deployed against the innocent people of Kashmir, which is affecting the lives of Kashmiris in a very destructive manner.

Any new peace treaty between India and Pakistan will be fruitless if it is not about the resolution of the basic dispute, which is Kashmir.

I think an expected new treaty between Musharraf and Manmohan Singh in 2007 will not be about Kashmir, so it will not change the ground reality. That is why we will not change our policy.

We will keep fighting.

Do you have any proposals for peace in the region?

I can propose that India should accept Kashmir as a tripartite issue, because it was also accepted by the UN. According to the UN it has three parties -- India, Pakistan and the Kashmiris. Kashmiris should be given the right of self determination which was also mentioned in the Havana Declaration recently.

Suppose India agrees to tripartite talks, who will represent the Kashmiris at such talks?

Those who ask for the right of self determination for the Kashmiris will go for the talks. In the first round of talks, the UN resolution should be implemented. Under this resolution whatever mechanism is adopted will be acceptable to us.

It is the matter of millions of people's destiny which cannot be decided by the talks of only a few personalities like Mirwaiz (Omar Farooq, leader of the All-Parties Hurriyat Conference) or any other person.

Kashmir is not a border dispute which can be resolved by Musharraf talking to Manmohan Singh; the Kashmiris have to be included in the talks. Some Kashmiri leaders tried to solve this issue through bilateral talks, which is again negating the tripartite level.

Are you referring to Mirwaiz Omar Farooq and (Jammu and Kashmir Liberation Front leader) Yasin Malik, who had direct talks with the Indian government in the recent past?

With all due respect I must say these people are not serving any interest of their people by talking directly to India. They say India does not consider it a tripartite issue so they turned it into a trilateral issue.

Tripartite talks give equal rights to the Kashmiris along with India and Pakistan. But trilateral is a useless exercise which will yield no fruit in the future.

India is only trying to divide the Kashmiris by talking to some people belonging to our region; those who started talks with India got nothing.

In the concluding part of an exclusive interview with rediff.com contributor and Geo TV broadcaster Hamid Mir (right), Salahuddin, 'Supreme Commander' of the Hizbul Mujahideen and the United Jihad Council, an umbrella organisation of 19 terror groups involved in Jammu and Kashmir, makes some startling revelations.

Some people involved in the 7/7 bombing in London were linked with Pakistan occupied Kashmir. Do you have any linkages with the Kashmiris settled in the West, especially in the UK?

Belonging to the Kashmiri creed and link with the Kashmiris is a different matter. There are so many people working in the US in sensitive places who are also Kashmiris but it is not necessary that they are linked to us.

I repeat we are disappointed with the West but we are fighting only against Indian occupation in Kashmir.

I have been contacted many times by different Western governments in the past. I made it clear to the them that we are only confined to Kashmir.

India has repeatedly accused your outfit of being involved in violence outside Kashmir.

Part II of the Interview: 'We are not short of fighters'

Many times we have told India that they are fighting militants who are well equipped. When militants attack Indian forces and kill their soldiers then these forces, instead of taking revenge against us, take revenge by raping our families and damaging our property. This sort of revenge precipitates retaliation.

The irony is when there is a bomb blast in India then the international community raises an uproar against it, but when Indian forces kill innocent people in Kashmir and rape our sisters and mothers then there is no such reaction from the international community.

We have made it clear to the Indian forces that their revenge should be limited to us and they should not harm our families. But when they damage our property and kill our family members then we have to retaliate in a manner that we don't want to.

Pakistan restricts Hizbul Mujahideen

We can hit any soft target in India at any time but we have not yet started that because we are fighting the Indian State, not the people of India.

We have full sympathy with the people of India. There are 400 million people living below the poverty line in India, and we don't have any animosity against them.

Hizb threatens to extend stir beyond J&K

You participated in the 1987 Jammu and Kashmir assembly election but after the rigging you have carried the gun. Where do you see yourself after 20 years?

I contested the election as a United Muslim Front candidate against the then education minister who hijacked the results of the election. We then believed we could not promote our movement through democratic means.

I was arrested and it made me realise that slaves don't have votes.

To break the shackles of slavery we carried weapons. After 17 years I say that our success was more than our expectations. These troops were not able to hamper our movement. According to rough estimates 200 Indian soldiers have committed suicide. Most of the forces are under tremendous psychological pressure.

Most of the army personnel have told the Indian leadership that it is difficult to stop militancy on Kashmir's soil.

An election is no solution. First, the right of self determination, then a fair and free election.

Is it true that Hindu youngsters are joining the Hizbul Mujahidin?

In Jammu many Hindus have been martyred fighting for the Hizbul Mujahideen. These people have realised that Indians are ruthlessly killing children and women to take revenge against the militants.

We believe in a pluralistic society where we not only fight for the Muslims but also for all people living in Kashmir irrespective of their religion.

Our struggle is much older than Pakistan. In 1819 Maharaja Ranjit Singh conquered Kashmir, but his disorganised empire fell to the British in 1846 when they took control of Punjab. Kashmir was then sold to the self-titled Maharaja Ghulab Singh of Jammu for Rs 7.5 million under the Treaty of Amritsar.

Ghulab Singh also brought Ladakh, Zanskar, Gilgit and Baltistan under his control.

A succession of Maharajas followed, marked by several uprisings by the Kashmiri people, of whom a large percentage was now Muslim. In 1889 Maharaja Pratap Singh lost administrative authority of Kashmir due to the worsening management of the frontier region.

The British restored full powers to Dogra rule only in 1921. Dogras were a minority but ruled a Muslim majority in Kashmir. They announced the accession with India in 1947 against the wishes of the Kashmiris. The British government at that time played a very bad role.

Kashmir is the unfinished agenda of 1947.

Even today there is no legal succession document and that is why India lost its case in the United Nations.

We have a strong case with strong local support and that is why many Hindus are with us.

Would you like to name your Hindu fighters?

A resident of Prem Nagar, Kuldip Kumar alias Kamran, was recently martyred in Jammu region. He was our area commander. Kashmiri Sikhs and Christians are also joining our ranks.

Do you think the international community will respond and the Kashmir issue will be solved like East Timor was?

When someone has occupied your home, destroying your property and degrading your family members, then you have two options. Either you vacate your home or shout to the people around you to rescue you. From October 24, 1947 till now the people of Kashmir have never accepted the illegal occupation of Indian forces.

Before 1989 our ancestors were fighting without any sophisticated weapons but after 1989, when we saw that India was not listening to our legitimate voice, we picked up weapons as the last resort.

In the wake of Indian aggression we are not going to drop our guns.

If India does not accept the right of the Kashmiris then we are not going to stop our movement.

If India is serious about solving this issue through a practical mechanism and accepts the right of the Kashmiris then we don't have any interest in fighting.

Ten years of conflict in Kashmir

What is the practical mechanism?

Accepting the right of self determination.

Many people say that for 20 years Syed Salahuddin has been fighting with weapons, now he should return to politics and participate in elections.

If my participation in politics can restore peace then why would I not go for it?

But I don't think politics and elections can restore peace. Politics is there and elections are taking place regularly, but the core issue is Kashmir and that must be addressed first.

The people who considering this tripartite issue as a trilateral issue are being deceived by India because this core issue has never been discussed on the table. Side issues like the Baglihar Dam, Chenab, the Wullar Barrage, the Indus Waters Treaty and the demilitarisation in Siachen are frequently discussed.

The reality is that India is not ready to accept Kashmir as a core issue.

Addressing side issues is an Indian way to hinder our movement.

Are you disappointed with Pakistan or the Musharraf regime?

I have not been disappointed by Pakistan or its government. There can be differences of opinion, particularly on this core issue which has cost the lives of half-a-million Muslims. I have the right to express my difference of opinion but there are no differences.

Kashmiris have never been disappointed from Pakistan because Pakistan is the main party to this core issue. Our territory is linked to the surface of Pakistan.

Millions of Kashmiris are living in Pakistan and their sons have the full right to fight for their rights against the Indian Army. Nobody can stop us. This is our right.

Do you fear that Pakistan can hand you over to India?

I never have such fear. I firmly believe that Pakistan and its leadership will never hand me over to India.

I am the son of the soil and I have my right of movement on both sides of Kashmir so I can't be handed over to the enemy. I am on my soil.

You said you are on your soil. Are you not damaging the interest of this soil?

No, because my stay and movement has been accepted by the international community. The place I am living in is a part of my country.
